I don't think I understood you correctly. I believe you were asking if there were any mods for PANZERS Phase 1. I don't think there are any good mods (besides skins) for Phase 1. All the general mods come for Phase 2. By the way Phase 1 doesn't have any map editor so it would be hard to create new mods. I'd suggest you to stick with Phase 2.
What you've linked to is an old bonus map from 2005 created and published by Achim Heidelauf. The same Achim Heidelauf who worked in Stormregion if I'm not mistaken. And now there isn't a Stormregion anymore. Anyway, nearly the whole community of PANZERS is relatively dead. Despite that, there are a few of them left at the CDV Forums and you might wanna check them out. Here is the link
